  1. The National Archives Administration (NAA) of the National Development Council has established the Archives Access Center (AAC) to provide consulting, viewing, hand-copying and duplication services with respect to archives and to publications that focus on archives management and related research.
  2. The AAC is open to the public Tuesday to Saturday from 9:00 a.m. to 5:00 p.m. (except for national holidays and the Lunar New Year holiday period). Requests to retrieve archives must be submitted no later than 4:30 p.m. If the AAC is closed for any other special reason, an announcement will be made.
  3. Visitors shall enter and exit the AAC on the same day only after completing identity verification at the self-service access verification machine using a valid access card or temporary access card, in accordance with the regulations.
  4. Items that are not allowed in:
  1. Food or drinks; all types of writing implements (except pencils without an eraser); tools for cutting, altering, binding, or adhering; books or publications not held at the AAC’s collection; bags or suitcases; animals (other than seeing-eye dogs)
  2. Any other items that may disturb other users or pose a risk of loss or damage to archives.
  1. Archival cabinets are for storing originals or reproductions of the records only and must not be used for any other items.
  2. Whenever an archive is viewed, hand-copied, or duplicated, it must be done on-site at the AAC.

The user must wear gloves and a dust mask if necessary, and must not add notations to a record or alter, switch, remove pages, mark up, smudge, fold, or tear it; change the order of sheets in a record that consists of loose sheets, unbind a record that is already bound, or misuse in any other ways.

The user must not use a flash while photographing a record.

  1. Publications at the AAC must not be lent out to or carried out by anyone other than National Archives Administration personnel.
  2. Cleanliness and quiet must be maintained at the AAC at all times.

Visitors are not allowed to smoke, eat, drink, engage in boisterous activity, misuse equipment, engage in unsafe behavior, disturb others, or violate public order and good morals.

Unless permission has been granted, visitors are not allowed to engage in photography or filming at the AAC.

  1. All matters on which these Rules are silent shall be handled in compliance with applicable legal requirements adopted by the government.
